Dr. Chang received his doctor degree from MIT. He specializes in optical communication.，He has worked as chief of Missile and Rocket systems research division in Chung-Shan Institute of Science and Technology. Dr. Chang work in Telesis Corp. now leading a R&D team of Infrared thermal system.
