Be responsible for participating in the establishment of Shenyang Property Rights Trading Center.

Have been the deputy secretary-general of China Liaoning Law Society Civil Economic Law Research Association; the director of Liaoning Asset appraisal association; the director of Shenyang Asset Appraisal Association; and the director of Shenyang Asset Appraisal Association;Appointed by the Shenyang Municipal Government and with the individual funds from the World Bank, have visited the US, Japan, Southeast Asia, and other countries to inspect international capital operations and investment banking business work. After the business inspection, drafted the “Interim Measures for the Administration of Property Rights in Shenyang” (Shen Zheng Fa [1994] No.38), “Implementation Opinions on Enterprise Trusteeship in Shenyang” (Shen Zheng Fa [1997] No. 11), “The Notice of Policy on the Sale of SME Property Right” (Shen Zheng Fa [1997] No. 15), and some others regulatory documents, which guided more than 3,000 enterprises to reform in the whole city.

Participated in and guided the listing for two companies (SHENYANG SPECIAL ENVIRONMENTAL PROTECTION EQUIPMENT MANUFACTURING CO., LTD AND SHENYANG NORTHERN BUSINESS TECHNOLOGY AND EQUIPMENT CO., LTD) in Shenyang.

Led the delegation of Shenyang Property Rights Trading Center to Japan, represented the Shenyang Municipal Government and Japan-China Taxation Network Association to hold the press conference on the cooperation of the tax industry in Tokyo. The Japanese Science and Technology Agency and other relevant agencies in Japan, the Japanese Consul General in Shenyang, the Chinese Government Ambassador to Japan, and the Director of the Shenyang Municipal People's Government Office in Japan attended the conference.

In 1995, as the special editor, cooperated with the well-known domestic economists, Guangyuan Yu, to prepare the “Company of Property Rights Restructuring and Property Rights Transaction” guides the reform of state-owned enterprises and property rights transactions across the country.
